That strange structure is a cache. Emergency supplies, esp. food are kept there. The reason it is on stilts is to keep bears from getting at the food. They have some of these in Alaska too.

Absolutely stunningly beautiful, however cold it may be. Enjoyed the relative warmth of a -27C February in Samara myself last winter.
Just wish the guys didn't drive at 100mph when road conditions are as bad as they are.
